I don't know if it qualifies for Development Hell status, but Richard Brautigan's book The Hawkline Monster was bumped around studios for years as a potential page to screen adaptation. Interested directors: Hal Ashby, Tim Burton. Interested actors: Jack Nicholson and Clint Eastwood, among others.
Sadly the book has been declared Unfilmable. I disagree. Though I will admit that to anyone who hadn't read the book already, The Hawkline Monster might well be incomprehensible on the screen.
